New Delhi: The Telecom Regulatory Authority of India (TRAI) today released its consultation paper on ‘Revision of National Numbering Plan’.

India’s telecom sector, driven by state-of-the-art network architecture and services, is now undergoing a significant transformation. The advent of 5G networks has created unprecedented possibilities, including ultra-high-speed connectivity, minimum latency and widespread device integration. In this interconnected ecosystem, telecommunications identifiers (TIS) play an important role in ensuring efficient communication and network management. TIS acts as the infrastructure for public access, providing reliable services to consumers, businesses and enterprises in various communication technologies.

The objective of the national


The plan of this numbering is to ensure a structured approach to allocation and utilization of TI resources in line with international best practices. It mainly explains the numbering space for existing and potential services and its development, the goal of which is to give space to different types of services and to facilitate efficient expansion without premature degradation.

The Department of Telecommunications (DoT) operates telecom identifiers for both permanent and mobile networks following the E.164 series of ITU‘s Telecommunication Standardization Sector (ITU-T) recommendations. In 2003, the DoT conducted a comprehensive review and revision of the National Number Plan in view of the rapid increase in subscriber base. Known as the National Numbering Plan 2003, this forward thinking plan was designed to allocate numbering resources for 750 million telephone connections across the country. However, due to the expansion after 21 years, the availability of numbering resources is now in jeopardy

Trai received a reference on September 29, 2022, for trai's recommendation

Trai received a reference on September 29, 2022, for trai’s recommendation on the revised national numbering plan under Section 11(1)(a) of the TRAI Act, 1997. The DoT has requested to address possible constraints related to availability of adequately prescribed line numbering resources due to rapid growth, both now and in the future.

The purpose of this Consultation Paper (CP)

The purpose of this Consultation Paper (CP) is to assess all factors affecting the allocation and use of telecommunication identifier (TI) resources. It also proposes possible amendments to enhance the allocation policy and utilization process, ensuring adequate stockpiling of TI resources.

The consultation paper has been put up on trai’s website to seek feedback from stakeholders https://trai.gov.in/release-publication/consultation. Written feedback from stakeholders by 04 July 2024 on revision of national numbering scheme and every comment by 18th July 2024 has been invited.
