In view of the improvement in the average AQI of Delhi-NCR, the CAQM sub-committee has withdrawn the fourth and third phases of THE GRP in the entire NCR with immediate effect
All measures will be taken under Stage-II and I of GRAP and will be implemented, monitored and reviewed by all agencies concerned across NCR so that the AQI level does not come down further. All the implementing agencies will keep a close watch and particularly intensify the initiatives under Stage-II and I of the GRAP
The C&D project sites and industrial units, which have been issued specific closure orders due to non-compliance of various statutory directions, rules, guidelines, etc., under any circumstances, shall commence their operations without any specific direction from the Commission in this regard.
While GRAP Stage-4 and III are being withdrawn, citizens have been requested to ensure that the AQI levels do not fall further in view of the winter season whenever and the weather may not always be favourable.

Delhi’s average Air Quality Index (AQI) is currently at 165, classified as “Moderate.” The Central Pollution Control Board (CPCB) previously implemented actions under the Graded Response Action Plan (GRAP) due to rising pollution levels. The Supreme Court of India ruled that Stage-IV of GRAP should remain in effect despite an AQI below 450, but allowed for its revocation without dropping below Stage-II.
Following a review, the CAQM Sub-Committee decided to revoke Stage-IV and Stage-III of GRAP in the National Capital Region (NCR) while maintaining actions under Stage-II and I to monitor and regulate air quality. Construction sites and industrial units with closure orders must not resume operations without specific permission.
The Sub-Committee will continue to monitor air quality and adjust actions as necessary, urging citizens to follow guidelines to help maintain air quality levels. Further details on GRAP can be found on the Commission’s website. read more
