The G20 Minister of Labour and Employment (LEMM), which gathered in Fortaleza, Brazil, approved the Ministerial Announcement of Labour and Employment on July 26, 2024. The final text was approved after the conclusion of the two-day meeting of labour and employment ministers (LEMM) chaired by Brazil on July 25-26.

The Indian delegation was led by Smt. Shobha Karandlaje, Minister of State for Labour and Employment. The former and post-G20 hosts were part of the Brazil Troika along with India and South Africa. The fifth Employment Working Group (EWG) meeting was held on July 23-24, ahead of the meeting of labour and employment ministers, in which the final discussions were held.

During the two-day event, labour and employment ministers intervened on key key sectors of the labour and employment track. Only change; to create quality jobs and ensure social inclusion and promote good work to eradicate poverty and hunger; Gender equality and the diversity in it.

The Declaration stressed the need to develop and support pro-active inclusion policies aimed at promoting strong, sustainable, balanced and inclusive economic growth. It recognizes that creating formal jobs and promoting good deeds are the most effective social tools for achieving a fairer and more equitable income distribution. The Declaration also stressed on the need to create and promote good work and provide effective labour market policies, such as skill development, training and lifelong learning and job matching, in consultation with social stakeholders and connected to the skill needs and demands of the economy. Governments have also been urged to take policy measures to formalise jobs, give a befitting reply to platform work, promote an adequate level of wage sector, promote adequate social security and social dialogue and collective bargaining.

Just Transition' at the Meeting of The Ministers of Labour and Employment,

In her opening remarks at the session titled ‘Just Transition’ at the Meeting of The Ministers of Labour and Employment, Ms Karandlaje stressed on the need for efficiency and redeployment to ensure a just and fair transition to green options. The change alone covers various aspects, including the phased protection of workers and communities affected by carbon-based industries. This requires a robust framework of investment in social security, retraining programmes and sustainable industries. However, shifting to green options could lead to substantial job losses and economic instability, ms Karandlaje said.

The Union Minister said that India has created national missions in specific areas such as solar energy, energy efficiency, water, sustainable agriculture, health, Himalayan ecosystem, sustainable habitat, green India and strategic knowledge for climate change. He also said that the Sector Skill Council for Green Jobs (SSCGJ) is playing an important role.

Ms Karandlaje informed that India created more than 80 million jobs between 2017-18 and 2021-22

During her intervention in a session titled ‘Creating quality jobs and promoting civilized work employment’ to ensure social inclusion and eradicate poverty and hunger, Ms Karandlaje informed that India created more than 80 million jobs between 2017-18 and 2021-22, resulting in an annual average of more than 20 million jobs. Participation of youth in the labour force will increase. He added that India’s ‘One Nation, One Ration Card’ campaign allows migrant workers to get the foodgrains they deserve across the country. In addition, more than 550 million citizens have joined the Ayushman Bharat Scheme, the world’s largest government-funded healthcare programme, which reflects our dedication to healthcare.

Ms Karandlaje said That India has used digital platforms through 'Digital India Mission' which has opened up new avenues for entrepreneurship and employment

Speaking at a session on ‘Use of technology as a means to improve the quality of life of all’, Ms Karandlaje said That India has used digital platforms through ‘Digital India Mission’ which has opened up new avenues for entrepreneurship and employment. The e-Shram portal was launched by the Government of India in 2021 with the objective of creating a national database of all unorganised workers, including construction workers, gig and platform workers, street vendors, domestic workers, migrant workers, etc. So far more than 298 million informal sector workers have registered on the portal. It is being linked to skill india digital portal to provide skilling opportunities to workers working in the informal sector,” he informed the gathering. Ms. Karandlaje added that Aadhaar, one of the largest biometric ID systems in the world, has facilitated financial inclusion by enabling millions of people to open bank accounts and direct benefit transfers. On the sidelines of the meeting, Smt. Shobha Karandlaje, Union Minister of State for Labour and Employment called on Shri Gilbert Hungbo, Director General, International Labour Organization(ILO).
